Implementing the Europe 2020 Strategy:

Recognising the contribution of athe agency work industry

In June 2010, the European Union has adopted the Europe 2020 Strategy for smart, sustainable and inclusive growth.
 

Eurociett Position on the Europe 2020 Strategy: The agency work industry contributes to better functioning labour markets and the objectives of the Europe 2020 Strategy.
 

On 23 of June 2010, Eurociett published the Manifesto "Europe 2020 from Strategy to Action - Ensuring inclusive growth" - including 10 Recommendations to unlock the contribution of the agency work industry to reach the Europe 2020 Employment Targets.  

Agency work conributes to the New Skills for New Jobs agenda

The New Skills for New Jobs Initiative focuses on identifying current and future labour market trends, aims at an improved matching of demand and supply of labour and stresses the need to boost the investment in skills and vocational training.

Eurociett Position: The agency work industry can provide an important contribution to the implementation of the initiative, particularly by providing access to professional experience for workers and by allowing them to acquire new skills and qualifications.

Agency work is at the heart of the Flexicurity policy approach

In the context of the 2007/2008 debate on Flexicurity, eight common principles of Flexicurity have been adopted at European level, which now form part of the European Employment Strategy and the EU Employment Guidelines. 
 
These include particularly the need to boost employment and job creation, the emphasis to strengthen active labour market policies, the need to promote inclusive labour market and a commitmernt to social dialogue.

Eurociett Position: Agency work is at the heart of a Flexicurity approach, as it combines flexibility and security for both companies and workers. Eurociett and Uni-Europa have contributed to the Flexicurity debate through a Joint Declaration agreed in 2007.

Agency work contributes to active labour market policies

Active labour market policies and public actions to promote more inclusive labour markets are an important pillar of the EU Employment Strategy and Employment Guidelines.

Eurociett Position: The agency work industry contributes to active labour market policies, particularly through froms of cooperation with public employment services. These forms of cooperation focus on offering access to the labour market for the unemployment, improve the matching of demand and supply of labour and enhance the skills and qualifications of workers. 

Introduction

 

The EU Employment Strategy aims at supporting EU Member States in reforming their national labour markets to bost economic growth and job creation. Agency work is an important player in the EU Employment Strategy, as it contributes to better functioning labour markets.
